In some blocks one of the owners takes the initiative to manage the condominium administration (collect money from owners, arrange cleaning and maintenance, pay common parts’ bills, etc.). Other blocks appoint a professional condominium administrator to look after the common area.
Either way, it is a legal requirement for any block with more than three owners to appoint a condominium administrator and register this appointment with the Land Registry within 15 days from the date of the appointment.
It is also a legal requirement that the administrator is registered with MCCAA as the responsible person for the lift. Although the financial responsibility for the lift falls on the owners, the responsibility for the safe operation of the lift lies with the administrator. The administrator must maintain the lift safety file up-to-date and ensure that yearly preventive lift inspections and ten years thorough inspections are done timely, and that any required lift works are arranged.
An amateur condominium administrator will only deal with managing the costs of the owners’ association (cleaning, lift, bills, etc). However, condominium administration is a more complex process and must be done in a professional, practical and knowledgeable manner, so that the law is complied with.
